Development Process

1.) Pre-Submittal

All projects are required to be reviewed by the Development Review Coordinator prior to submitting an application. This meeting is to provide you with a review of the application requirements. Plans should be 60-90% complete prior to meeting with the Coordinator. Appointments are required.

Discussions may involve one or more departments, depending on the scope and size of your project. Staff will help you to identify opportunities and avoid potential pitfalls as you prepare to finalize your project plans.

 

2.) Submit Project for Site Plan Review

After the pre-submittal meeting you may submit your project plans via the City’s online portal. Site plan applications submitted by the noon deadline will be reviewed within 7 working days. Staff Reviews Application

After your application is received, staff members from multiple departments will review your application. These departments make sure that your project meets the requirements of all local and state regulations that they enforce. Each area reviews your application to ensure it is complete and in compliance.

If a reviewing department or division determines your application or project is incomplete or not in compliance, a notice will be sent to your email address notifying you of needed corrective actions. Once you have made the required changes and uploaded your revisions, staff will review your changes and notify you of any pending status changes.

 

3.) Apply for Permits

Once your project has been determined to be compliant with all requirements, and all reviewing departments have given their approval, applicants may apply for any required Building and/or Mechanical Permits based on their project. Building, HVAC, or Plumbing reviews may need to be conducted prior to any permit being issued. This review could involve the City’s Inspections Services, Agencies from the State of Wisconsin, or both.

 

4.) Request Inspection

Depending upon the nature and location of your project, some departments require inspectors to monitor and/or inspect your project as needed throughout the construction phase.

As you approach milestones in the construction phase that require inspections, be sure to request those inspections in a timely manner. This ensures the inspectors conduct their work when necessary and avoids slowing down your construction schedule.

5.) Obtain Occupancy Permit

Congratulations! Your building has been through all the required inspections and you can now be issued a Certificate of Occupancy (CO) or a Temporary Occupancy (TO) Permit.

A Certificate of Occupancy is the key document used to certify the legal use and occupancy of a building. The Certificate describes how a building may be occupied, for example, a two-family home, a parking lot, a 40-unit multiple dwelling, or a store.

A Temporary Occupancy (TO) Permit may be issued in place of a CO and allow the building to be used. Staff members will issue a TO Permit to a building as long as the remaining compliance issues do not pose a threat to the Public.

 

Delays Possible

Staff members will make every effort to work with you to provide a review as quickly as possible. Despite our best efforts there are some issues that come up that are out of our control. While planning your project make sure you take into consideration the following issues that could cause delays.

Some projects may need further approval from Oshkosh Common Council.

The Oshkosh Common Council meets on the 2nd and 4th Tuesday of every month.
